OK guys I did some researching and found out tranquil air and salv DO stack. So everyone who had threat trouble last week and has a shammy in their group, ask for tranquil air instead of windfury, wrath of air, etc. It's better to have everyone doing constant dps than to have one person bursting here and there then sitting and waiting for tanks to generate threat.

Technically they do stack, but they don't stack like other buffs. With salv and ta you only get 36% reduced threat.

Basically all they do is they take the biggest threat reduction, and then they *increase it* by the multiplicative factor...

1.2(TA)*0.3(BoS) = 0.36

true but 36%>30% so i think any little bit may help in a fight where the only reason we wiped b/c we enraged so any less threat would be more dps to beat that enrage.

plus having 100 less spell dmg isn't the end of the world.

The best bet would be to drop TA early in the fight and switch to WoA after about 3 minutes, that 100 spell damage does make a pretty big difference in DPS.
